Chemical Engineering at NIT Rourkela would be a better choice since it is a higher ranked university. However, when it comes to course mechanical engineering is a better option It would be advisable to fix the course before the university. Since both of them are NITs they are of the top institutions in the country. You can consider the following factors before choosing it.
Infrastructure and college life:
NIT Rourkela has a good infrastructure with well equipped labs and classrooms. Hostels are pretty decent and nice environment is always maintained. You can see that the campus life is going to be really well. College life is good with the right kind of atmosphere given to the students who come from different places.
Fa culty and quality of education:
All the faculties are qualified and experienced over here. And education, curriculum is made in such a way that students are made to acquire more hands on knowledge than just the theory. It is not just the books and classes. Focuses more on practical knowledge than the theoretical one. Education quality and the way guidance is given is really good.
Placements:
Placements are good as good companies visit this college. students gets placed and opportunities of internship is provided to the students from companies.

Nit rourkela is best for metallurgy,electrical, civil and chemical while nit durgapur is best for cse ,ece and IT. Placement record of nit rourkela is better than nit durgapur . Basically nit rourkela have better placement procedure. And research opportunity in nit rourkela is great they encourage student to go for project under them.

Iiest shibpur have better ranking than nit durgapur. But it doesn't matter. Since nit durgapur offers b.tech degree while shibpur offers B.E degree .
Placement offer by both the college are almost same iiesg shibpur offers package of 6.50 lpa while nit durgapur offers 6.0 lpa. Other thing are almost similar in both the colleges including infrastructure, facilities, faculty..

I would suggest you to go for IIEST Shibpur if compared with NIT Surathkal as IIEST Shibpur being the second oldest engineering institute in India has a great recognition and also the college facilities and the academics are great. The infrastructure of the college is good too and the teachers here are highly experienced for years and really supportive. NIT Surathkal also has high fees and people consider it to be a great NIT but it's not. Also IIEST Shibpur being a recognised college one could get easy placements through the college.

Cse in nit durgapur is best in placement point of view. Since almost 75 %of student get placed and also get good packages salary. Companies visiting are; Amazon, Microsoft, infosys...

Branch doesn't matter if you are not interested. Go for the branch you are interested in.

Nit dgp in chemical has strong placements(if you are considering placements stats) .If your home state is west bengal ,then it is beneficial for you to join nit dgp as if you want you can get higher branch also.
But if you are from other state then look into your state nit( if it is better than nit dgp only) or else you can peacefully take chemical at nit dgp.

According to placements,NIT durgapur has 77% placement percentage of mechanical branch in 2018 as given on the official site while other branches like CSE,IT and Chemical has more percentage of placement in NIT durgapur.Top NIT's-NIT surathkal and NIT warrangal are best for mechanical branch according to placements.NIT Surathkal has more than 90% placements in the previous years.Now it depends on your choice and rank.
IIT Ropar is just in its second year with Metallurgical Engineering, whereas, NIT Durgapur Chemical doesnt have substantial Placements and career prospects.
My suggestion would be, since cutoffs are estimated to lower this year, try for Metallurgical at IIT Bhubaneshwar or perhaps Mining/Mining Machinery/Environmental at IIT ISM Dhanbad. The following branches at the respective institutes atleast ensure you of a standard Placement.
Coal India, Tata Steel, ExxonMobil are regular recruiters at IIT ISM and the training and placement cell ensures almost 85% Placements each year, when it comes to Mining and Geological Branches.
Metallurgical Engineering at IIT Bhubaneshwar too is a good choice, with Bhubaneshwar located close to Mineral rich regions in Odisha and Jharkhand.Companies like Tata Steel, Jindal Stainless and Vedanta have set up huge integrated operations near Bhubaneshwar are provide training and placement. Future is bright with respect to Metallurgical Engineering, with Hyundai Steel and POSCO, ready to enter Odisha within a couple of years with their ambitious steel projects.
