Your state of eligibility is West Bengal hence your home state quota will be applicable in colleges of West Bengal only.
You mentioned that your obc ncl certificate is from Jharkhand which won't decide your eligibility state anyway. So no matter which college you take admission, your obc ncl will be valid.
Hence, to answer your question, yes, you will be able to enjoy dual benefit of home state quota and obc reservation in NIT Durgapur.

Since you have mentioned your obc rank I am expecting you to be an obc ncl (non creamy layer )candidate. According to the homestate cutoffs of 2019, NIT Durgapur CSE closed for male candidates at 13k (obc ncl rank) and for female candidates at 19k . For IIEST Shibpur ,it closed for male candidates at 13k and for female candidates at 17k approx. So, you will able to secure a seat in any of the two colleges according to your preference.

NIT Durgapur has marginally bigger highest package and average package but IIEST has greater median package which is of greater value . Placement percentages are more or less same . IIEST just became an Indian institute under the central government in 2014 while NIT came under central goverment in early 2000s.

NIT Durgapur is 47 ranked by NIRF and has 185 acre campus area with total student intake of 1613 and total faculty of 178. Their cse branch has cutoff of 793159 rank and fees of Rs 5.51 lakhs. Their median salary is around Rs 6 lakhs
National Institute of Technology is ranked 67 by NIRF . They have 100 acre campus land and 242 faculty with 1335 total student intake. For the CSE branch you need 25197 jee main cutoff. Their fees is Rs 5.40 lakhs. Their median salary is Rs 6.50 lakhs.
So based on above information you can select which college is suitable for you.

You home state quota will depend upon your domicile state. If you are currently living in West Bengal then you can avail the home state quota, or else not.
Since your OBCNCL certificate is from Jharkhand and if your domicile is Jharkhand, then you aren't eligible for state quota in WB.

Hello rishanthreddy1 , From some information on internet I found that both the colleges are good but for CSE at BIT Mesra is quite good than NIT Durgapur.
So, From my final opinion both are good its totally depend on you for place and fees,but in context of study both are similar.

The Placement trend in NIT Durgapur has improved over the years with the maximum average salary being 9.9 LPA, and highest salary is 32.54 LPA.
In 2019 a total of 95 companies had visited the campus for the placement and 514 students with a percentage of 70.03% were placed, where Mechanical Engineering & Electrical Engineering bagged the highest percentage of placement with 78.46% & 75.56% respectively.
