Yes they do provide bicycles to its students to facilitate them in moving from one campus to another but you have to keep in mind that this is not provided to each student separately, there are few cycles present in the hostels of the NIT and you can take the permission from the warden and use them for your work and by end of the have to return it back to them.

If your query is regarding NIT, Goa then yes it offers 4 year B.tech in Mechanical Engineering.The admission is given based on the rank in JEE main.So a candidate has to appear in JEE Main and qualify in it.The admission is given to the candidates who have scored the cut off rank specified by the college.
without GATE a non-IITian or NIT-ian cannot get M.Tech in any of the government colleges.

Gate entrance exam conducted for getting seat for good college for Mtech course in India level gate exam can be attempted after the graduation as your of electronic and communication department and you scored 442 marks u may or may not get seat in the good colleges like NIT's and IIT as if your beliw 4k rank all India wise upu may have chances to get seat in the expected colleges if your choice and you have moderate chances to get seat in the expected college of your choice let's hope for the best and i think my suggestions and knowledge may be helpful to u.
If you choose to slide your seat which is alloted to you in the first round you can participate in the subsequent round which implies you will be alloted a seat in an academic course of better or higher preference within the same institute and you will accept it.
It depends on choice of your preferences and vacancies available.If there are vacant seat available in the preferred courses then you will get a seat if you choose sliding in round 1 seat allotment.

Percentile is used to divide the population into groups i.e. if you have got 90 percentile then your score is better than 90% of the candidates. Since it based on the population so you could expect fluctuation in your rank when you compute it for Jan session compared to that of April session as number of candidates increase for the latter. The cutoff for all the NITs and IITs for the year 2020 will only be available after April session exam. But from previous year cutoff you can infer it.
Since you have not mentioned any category so I am assuming it to be general. For Computer Science and Engineering the opening cutoff was 12921 and closing cutoff was 34667.
