Out of the 3 options given by you and as per the rating and ranking of colleges you can prefer NIT Hamirpur or NIT Jalandhar at first and if not these 2 then NIT patna.

how much expect total fee for b.arch

The government aided institutes has very nominal fee structure. The fee structure of such institute is between 1,60000-2, 30000. In case of private institute the fee structure varies from institute to institute and it is between 2,00000-3,50000. These fee structures are exclusive of all other expenses of students like hostel, library etc. The fee charges for diploma course is abit less and it is between1, 30000- 200000.

Fee structure also depends on colleges to colleges.
