yes, surely you can not directly means there isn't any way in which you can get direct benefit of marks but definitely indirectly as most of the first year syllabus is
covered in 12 standard computer science subject i.e c or c++ proggramming ,Digital Electronics ,computer networking a little. So, it definitely helps.

According to previous year last round cutoff the closing rank of Civil Engineering in NIT Surathkal under HOME state open category is around 28144 but your rank is far from that rank hence it would be impossible for you to get the admission in NITK. But you can try your luck in CSAB special counseling.

In my opinion you should go with NIT Surathkal as coding culture is better their, also they consistently rank well in GSOC selections. Average package too is better at Surathkal.
Location wise MNIT is located in the center of the city, while Surathkal is located outside. So it is up to you, which factor you are taking into consideration.

You can change your preferences only before locking your choices. Once you lock choices there will be no further changes in your preferences. As locking of choices is done before the starting of allocation you can not add NIT Surathkal in round 2.
However you can change your preferences after Mock Allocation Round 1 and Mock Allocation Round 2. Make sure to arrange your preferences before locking them.

Both of them are good. But out of two, NIT Warangal is the better one. ECE is a course that is high in demand. Since you belong to open category, I would suggest you to apply for other universities and NITs as well. However, since most people with top ranks go into IITs it would be a lot more easier for you to get into ECE at these universities.

NIT Warangal has a good infrastructure with well equipped labs and classrooms. Hostels are pretty decent and nice environment is always maintained.
