According to previous year cutoffs and trends there is no chance for you to get into lower NITs with your SC quota.
Following are the closing rank of last round for other state candidate under sc quota.
NIT GOA: 3500-3990
NIT MEGHALAYA: 4500-5000
NIT MAGALAND: 6500-7000
NIT SIKKIM: 6000-6100
NIT ARUNACHAL PRADESH: 5500 -6000
So it is impossible for you to get into NITs, there is some chance if you belong to the above states. You can try your luck in CSAB SPECIAL COUNSELLING as there is also no chance of you to get into any IIITs.

I think You are asking these questions because you want to know whether these colleges are worthy to be joined or not . Well sone these are NITs this have good placements .NIT meghalaya is also an old nit thus a bit more reputed. I will say you must visit ( search about) each of these colleges and search for their placements ,academic ,hostel facilities etc . These NITs are chosen less because of their location and not because of their quality .i will suggest to research more about these colleges

These two colleges are premium institutions for btech in civil engineering.
If we compare these two then DTU will be far better than NIT Meghalaya.
First of the main reason is location as their are much more opportunities available in Delhi then Meghalaya, Second one is brand value, Delhi technical University have really great brand value in corporates.
Also in terms of placements, DTU is far ahead than NIT Meghalaya.

See the details you have asked are not made public until the exam is being conducted successfully and after the successful conduction of exams some media surveys use to show these type of reports. Note that there is no any separate admission test for NIT Meghalaya, if you wants to pursue B.Tech from any of the NIT then you have to appear for JEE-Main and should clear it with good score to get good NITs and your wished branch.
As per the latest notification issued by NTA regarding number of registrations, a total of 8,58,273 candidates have registered for JEE Main 2020 April exam (now scheduled from September 1st-6th) out of which 746115 have applied only for B.Tech.

You could have got a refund in case you didn't get any college during counseling.
