This mainly comes down to your interest.
Comparing the colleges, both colleges are decent in their own aspects.
NIT Meghalaya is relatively newer, however being an NIT, you will be receiving good academics and placements there.
Bennett Uni. is also not behind in terms of infrastructure, decent academics, etc.
So, basically it comes down to your interest, whether you want to pursue CSE or you have interest in ECE subjects.
You could google some reviews about both colleges to get a better idea about it.

The thing is that, colleges only disclose the overall placement scenario of B.E./B.Tech or M.E./M.Tech or any other UG and PG programmes. They dont provide placement information regarding just a branch or course. National Institute of Technology, Meghalaya is pretty much good in almost every aspect.
The median package offered is around 5.2 LPA, last year. As the college is located in the central north-eastern region of India, it makes an ideal destination for conducting pool placement drives in the north-eastern region of India. The highest package offered was 17.2 LPA.
Faculty members are cooperative and are highly qualified. They try to clear every doubt of each student. They focus on giving knowledge rather than rote learning. They try their best to clear the doubts of students.

First of all Congratulating you on your nice performance that you deserve both of the nice college and I would like to tell you that based on two choices if you were to take my opinion then I would suggest you to take admission in nit meghalaya with civil engineering because it is a government college unlike vnr it which is private engineering college. NITs are always better than these private institute because of its placement scope and college atmosphere.so choose smartly considering my views.

The following steps are to be taken to apply for the special round of josaa:
Step 1: you will have to register online on the csab portal csab.nic.in as per the schedule and upload all the necessary documents such as mark sheet, category certificate etc.
Step2: then you have to pay the special round participation fees.
Step3:online choice filling and choice locking
Step4: seat allotment
Step5:reporting at the concerned Institute

It's highly advisable to try for the special round but it's not advisable to completely rely on it. Because spot round's closing ranks cannot be predicted. Sometimes there might be a 5k difference in closing ranks too. Sometimes there might be a difference of just a few hundreds. So we can't predict.
