Secondly, The JEE Mains cut off depends on a number of factors like the difficulty level, previous years' cut off etc. Since the cutoff list will be published in some time, for youe reference and as an example, here is the 2017 cutoffs for the Computer Science and Engineering branch, for the OBC category from other states,  at NIT Meghalaya - 

OBC NCL - 5255 (Opening) to 7061 (Closing)

The OBC-NCL certificate will mention your financial status and will only be assigned when you provide the financial declaration. Also, the financial status of your parents is considered. Even if you earn more than 6LPA you can still be considered as an NCL when your father income is less than 6 LPA.

 If you are a CL (creamy layer) OBC, you are not allowed to take part in reservations assigned for OBC people and most often considered as a general category.
