I would say don't lose hope and wait for the current year's cut-off to come up.
Unfortunately you cannot get admission in NIT Patna in integrated M.Sc. course because it does not offer admission on the basis of JEE-Main score in aforesaid course.

As you are having domicile certificate of Bihar so you will definitely be eligible for Home state quota of NIT Patna even if you complete your class 12th from Delhi, because during JOSAA counselling your Home state is not considered from your state code of eligibility but it is considered from your domicile so as you holds the valid domicile certificate of Bihar so you can definitely get the benefit of Home state quota for NIT Patna on the basis of your JEE-Main score.

Firstly ask yourself if you have any interest in aerospace engineering or not ,if yes then definitely nothing can be better than doing aerospace engineering from the top iits ,nit Patna - cse is very good but as we all know we will always give preference to an iitian and even top iitian . So go with the first option . Rest depend on you ,!
