To get admission in IIT Patna, Your rank must lie below AIR 400. that can only be achieved by scoring 55+ Marks in JAM Examination. However, Cutoff varies according to subjects.

Yes, Abhinay you can get both M.Tech Environmental Engineering and M.Tech Transportation Engineering but not in the first round but in the third round as the cut-off for SC category in the third round were 333 and 344 respectively.
