Hope you are doing great ! See,both are good ,it's not good to compare two good things ,both of them are best however If you want to choose just one then it is my personal opinion that pec pondicherry is more better due to following reasons -.
The average is quite good and all the facilities are really awesome as I got to know from my friend and the infrastructure is too good ,also The college provides 1-year complete training in Aptitude, Technical and Coding to all the students of this college. In the university 97% of faculty are PhD holders, this includes 83 professors and 34 assistant professors. The university is emerging technologies that grow rapidly in all directions of Engineering to get a disclosure of newer research outcomes.
Overall i don't find any fault in this ,you must go with it .

Let me be very clear regarding branch changing. So , first of all If you belong to general category candidate so the branch change is very difficult so you need to maintain your cgpa atleast 9+. And mind this branch change is only possible when seats are vacant.
In addition if you are from category like obc /sc/st you have better chances.

IIIT is a IIIT no one come in comparison with it. And to answer your question IIIT Sonepat is a far better place to study than NIT Puducherry. If you see the placements , infrastructure and teaching facility IIIT Sonepat is way ahead than NIT Puduchery.

See NIT Puducherry is much better in terms of academics than TIU, Kolkata. So if you want to get a better infrastructure and academic environment, NIT Puducherry will be better.
Now you know CS have a good value in the market. The placement ration of TIU is moderate for CS and the packages aren't that great (Rs. 3.2LPA to 5LPA) compared to this NIT PUDUCHERRY is much better. The average placement package is around Rs. 6LPA and also you will get both core and non-core job scopes. So even if you want to go for the IT or software then NIT PUDUCHERRY can also offer you job in that field also as the curriculum of NIT PUDUCHERRY is better than TIU.

It's quite difficult to predict cut off marks for colleges keeps changing every year depending upon various factors. As per NTA, there is a reservation of 10% for EWS category. So the Aspirant need to get A Rank below 40000 i.e, Around (97.3333) percentile in order to get Seat on NIT for an Aspirant with EWS Quota reservation.

My Answer to your question is No . Students from Tamil Nadu are considered for a Home state Quota in NIT Trichy. But, NIT Puducherry is home state for the students from Pondicherry, Karaikal, yanam and mahe, Andaman and Nicobar islands also have 50% home state quota in NIT Puducherry. If you belong to these places then you are eligible for the reservation.

I would suggest you to prefer Mechanical at JNTU Kakinada. JNTUK, apart from being the Best State Technica University in Andhra Pradesh, has a legacy of years, with strong curriculum, faculty and research facilities. However for a Strong career in the Technology and Manufacturing Sector, you should prepare for GATE, followed by MTech in Mechanical from some of the Higher Technical Institutions like Top IITs/IISc Bangalore, just like many others from JNTU Kakinada. JNTUK, not only has a strong alumini base but also excellent academic and employer outlook with strong Placements. NIT Puducherry is not an established NIT, and has bleak academic and research infrastructure besides inexperience in Faculty and Bleak Placements.
