Yes you can give Advance and same time if not selected for advance you can opt for colleges based on your jee main score. To be sure about NIT Raipur we need to know your jee score and predict the rank .
since the cutoff are not out for 2018 so you cannot be certain about it. But we can predict it if you provide your jee main score.

The above two courses which you have mentioned in the question are one and the same. There is no such course as electronics and communication offered at NIT, Raipur. It is electronics and tele-communication which is the only course availaible. Also, another course in the same respect is Electrical and electronical engineering (EEE) availaible at NIT Raipur!
