The total fees of B.tech course in most of the NITs is more or less same. The tuition fees of each and every NIT is same which is 62.5k per semester considering your family income is more than 5L per annum.
The total fees including the hostel and mess would be around 8.5L for both these colleges. It is quite possible may be a 20-40k difference may occur but it would be more or less same.

As per your question NIT Rourkela vs NIT Raipur on the following basis:-
Academic and Faculty:- NIT Rourkela has comparatively better faculties, NIT Raipur is also improving very rapidly in this sector.
Placement :- Comparing overall branch package goes in the favour of NIT Rourkela again. But comparing th CSE and electrical field both are almost equal. Both have 90%+ placement ratio in CSE and related stream.
Alumni Network:- NIT Rourkela has a better alumni network as compared to NIT Raipur but it is improving here also.
Location:- Raipur is capital and therefore connectivity is good and it is preferable for companies to hire easily. Rourkela is also growing but here NIT Raipur has an edge.
The home state quota of JEE Main is that state from where you have completed your class XIIth. Since you are studying in Odisha and must have completed your class 12th from a school which is located in Odisha, thus you CAN avail the home state quota benefit for Odisha in the JoSAA counselling for NIT Rourkela.
