On searching for your query I could not find any such offer provided by the institute you mentioned though iiit bhubaneshwar provides tution fee waiver for only those students who have annual parental income less than 2.5 lac but yes above that they will have to pay all other fee

To get admission in NIT Silchar you need to get below 1000 rank for ST category.

So i  prefer you to apply for every NIT so you get your desired course if you have the rank thn it's is well and good
