As per your rank mentioned I guess you'll be eligible for all the branches if you are female and from other state.But as we all know that cutoffs vary every year on the basis of some factors like availability of seats and no.of students appeared for the exam etc.But if you are from homestate the you don't need to be worried about because securing 4k rank you will be on the safe side.for a better view or idea of cutoffs of NIT SILCHAR please refer to the link mentioned below-

See at this moment is may be difficult to predict whether you may get the desired college or not, since it depends on various other factors.
However, as per previous trends it seems very difficult for you to get NIT SILCHAR in EIE/ECE or mech engg. Since they offer a very higher cutoff
However it also is suggested to you to also apply for various other Institutes like SRM,TIET,AMITY,ADAMAS,PES,CBS etc which offer admission through JEE Scores.

Here is the cutoff for JEE mains for 2019 for male and for obc home state and other state respectively.

So based on these cutoff you have chances to get into NIT Silchar.
