This answer is a very perspective oriented one. There is no doubt that there is more demand in the market for CSE branches, however even this is true that IIIT Agartala is a very new college and it will take it years to build a reputation in the industry before it starts getting respected.
If you want to keep your options open in other fields like banking, consulting or IT, then EIE at NIT Silchar is the clear winner. But if you want a core CSE degree from a good college, then IIIT Agartala is the way to go.

Hope I have answered your question. All the best!
It totally depends on what you want to do in the future. If you want to switch to IT domain and just simple want to enjoy with a high paying package, then EIE is the way to go as it is very close to the computer science field. However if you want to go in the heavy industry sector or the manufacturing sector, then Mechanical is the right path. So make up your mind and take a decision as it will impact your life very much.
National Institute of Technology Silchar is a very renowned college and has a very good presence among the Institutes of National Importance. The placement season in NIT Silchar is a very bright time as the major recruiters come here to pick students for their companies. So, in general even if you take up civil engineering, even then NIT Silchar is a very good choice because of the exposure it provides.
