According to me you must arrange your choices based on your priority wisely and then submit the choice filling. I would recommend that you keep NITs with CSE courses at top then you can arrange other courses one after the other. Remember the top priority must be your best choice. Other than that everything depends on cutoffs and your chances. You will get one of the NITs as per my belief.

It is difficult to predict if you can get seat in NIT, Trichy because it depends on the cut off and cut off changes every year depending on number of candidates qualified, difficulty of exam and number of seats available.And you have not mentioned your rank seat allocation is based on your rank. It is not clear whether you belong to OBC-NCL or OBC-CL. If you belong to OBC-CL then you will be considered are general category candidate.
In 2019 the cut off for OBC-NCL (other state) was 5227 for admission to Instrumentation and Control Engineering and for general category it was 13606 in round 7. So if you have a rank below the given cut off rank then you may have chances of getting seat if your rank is above the previous year cut off then the chances are difficult. As said cut off changes depending on above mentioned factors.

State code of eligibility means the code of the State from where the candidate has passed Class XII (or equivalent) qualifying examination by which the candidate becomes eligible to appear in JEE (Main) 2020. The State code of eligibility mustn't be about the native place or the place of residence of the candidate. For example, if a candidate appears for the Class XII examination in Mumbai and is a resident of Uttar Pradesh, the candidate’s State code of eligibility will be Delhi.
You must provide your Class XII Mark sheet or Class XII Admit card for verification of the state code of eligibility. You can also provide your Passport to your permanent address in it.

If JoSSA is ordering to submit the details you have to submit the required document as mentioned in the procedure. But State of eligibility is considered according to 12th marksheet means from which state you complete your 12th schooling although we can not take chances as it is your career hence I recommend you to fulfill all the necessary guidelines.

I suggest you to go for NIT Trichy as it is one of the top NIT'S which is equally comparable to IIT'S and to choose ECE branch will be better for your future. If i say in terms of placements you will get easily with good amount of effort. But overall professors are nice and whether you are in any college professors are only guide you what matters is you self study to prepare yourself for the industry.
Ocean engineering and naval architect i don't think there is much scope even in IIT'S. IF You have other options like already you have NIT Trichy ECE go for that. it will surely help you in future!
