For NLUs the clat is compulsory. Private colleges have their own admissions test. You can attend any private college without having to pay anything, certainly. Only nlus must take the clat.

No, all students are not eligible for counselling in clat. For general only who have rank under 10000 can participate into counselling. Some relaxation goes to reserved category students. But yes with such low rank you are not eligible to participate in the counselling. Hope for next time!

With OBC rank 5113 it seems to be difficult to get any nlu. But you can apply for ggsipu university. Where you may not get the the ipu main campus. But have chance to get selected for ipu affiliated colleges. So you should apply atleast. Otherwise you can consider

So, with regard of you're query. You'll pass the CLAT exam. Which stream you come from is irrelevant. The capacity to think like a lawyer is what counts. The majority of arts students take the exam each year and are chosen for top nlu's.
