Your clat rank is quite good and yes you can definitely get good NLU in 2nd or 3rd round of counselling. Donot forget to apply your domicile certificate this increases your chances of selection in the state NLUs.

Yes you have chances of getting admission in NLUs in 2nd or 3rd or last round of counselling. As one of my friend who also belong to obc got low NLU with 90+ score. So you might also get this year depending on vacat seats of colleges.

In the second merit list this year, the opening and closing cutoff ranks for the SC category is 10963 and 11890 in RMLNLU Lucknow this year. Even though you have a domicile of UP, it doesn't seem that the rank cutoff for State SC candidates will go down to 21555 in the third list. However, if there are enough vacant seats, the cutoff might actually dip.
As far as the other NLUs are concerned, here are some you can consider as their rank cutoffs for SC category are closer to your rank in the se[cond merit list -

Considering you are from the General category, there doesn't seem to be any chance of you getting an NLU even in the third list as the lower-rung NLUs like HPNLU Shimla or DNLU Jabalpur as their second merit list cutoffs were 1396 and 1447 respectively.
Last year, the cutoff ranks for MNLU Nagpur and MNLU Aurangabad went to 4000 as their last rank. So it doesn't seem that you're eligible for admission in any NLU if you are from the General category.
However, don't lose hope as there are hundreds of good law institutes all over the country and you need to keep a lookout for those to keep your options open.

For LLM, it is not preferred to join Low-rank NLU. Please do NOT join the lower ranked NLUs anything after GNLU or HNLU. It’s better to join a good law college in Delhi, Mumbai or even Bangalore and Pune rather than study in the lower ranked NLUs.
In cities like Delhi or Mumbai, you will have good opportunities a conference, workshop, happening nearly every weekend. Attending these would help you improve your knowledge and skills, develop your overall personality, and build your contacts.
