The meaning of PH1 , PH2 and PH3 is different in the sense that Physically Handicapped category has been further divided into three categories which are as follows :-

PH1- Orthopedic

PH2- Hearing Impaired

PH3- Visually Impaired

You are surely eligible for NTSE in OBC category, as long as you have the certificate for the same. NTSE guidelines has not stated that the student should have a certificate issued from the same state they are studying in. Hope this helps. All the best!
