You must be studying in class 10 in the current academic year to apply for NTSE 2020. While filling in the NTSE Application Form one is required to submit the SC/ST/PwD certificates (only if applicable). However, the SCERT of your state might ask for some other document

NCERT will declare the final NTSE cut off 2019 for stage 2 exam in the month of September 2019. The cutoff will be displayed in the form of a pdf file.
Last year the cutoff was 150 for General Category students. This year, it may vary due to changes
