Hey, Abhishek!

You are surely eligible for NTSE in OBC category, as long as you have the certificate for the same. NTSE guidelines has not stated that the student should have a certificate issued from the same state they are studying in. Hope this helps. All the best!

With this obc rank, I think it will be difficult for you to get any good government colleges. In my opinion, you should apply for private colleges. You might get CSE if you want.
