Are you sure it is your All India Rank and not your Category Rank. Because this year an All India Rank of 125719 secured 456 marks. So with a score 452, you cannot have an All India Rank of 54249. Having said that, in 2019, under State Quota, 476 marks secured a seat in Lady Hardinge Medical College under SC Category. That was the cut off. With 452 marks, it is tad difficult for a seat in the Colleges you have mentioned. Having said that, this is based on 2019 data and cut offs change every year. Cut offs change every year depending on various factors such as no.of Candidates appearing for the exam, no.of Candidates qualified, top NEET score and difficulty of the exam. As we all know that 85% seats are reserved for state students of particular states in neet exams.

As per the previous records the cutoff marks for SC category for mbbs through state quota

in NDMC is as follows:-

State Quota for the 2019 for SC candidates in NDMC -

opening score: 453  and    closing score: 423

ranks:  41268  to  58533

AIQ for SC candidates in NDMC -

opening score: 589  and  closing score: 531

ranks: 1238 to 10287

So in neet 2020 being a SC candidate you must have to score about 50 to 75 marks more ,i.e.; around 528 to 503 scores atleast to get a seat in NDMC.
