Maharashtra neet counselling for round2 is still going on. Seat matrix and selection list was realised on Dec 13,2020. Last date of joining allotted College is on dec18 . So unless the second round is not completed the seat matrix for mopup round will not realised. Keep in touch with official website of Maharashtra neet counselling. Seat matrix will be realised on website of counselling most probably after 18dec.

Yeah you can show your NEET 2019 result and can get admission in aboard Colleges as NEET result is valid for 3 year to get admission out of India. As you should also be a qualified NEET 2019 candidates then only you will eligible for getting admission in foreign countries.

But cut off marks/rank for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.

You can clearly see the difference in ranks this year. At 550, rank was around 25k in NEET 2019 while in year 2020, at 550, rank is around 45k

BVSc seats are filled through All India Counselling and so you will not have their State cut offs list. If you are looking for State wise list, you need to visit the official websites of the counselling authorities. For example for Karnataka, it is KEA, for AP it is NTRUHS. You will have to visit these websites for mop up round list. The process is the same for Ayush courses as well. Alternatively, for example, lets say you want Punjab data, you can check " Punjab NEET CUT OFF 2019 Careers360". It will have 2018 data as well.

The reservation procedure of Maharashtra is a bit different in comparison to other states reservation procedure. The state provides the reservation on 70:30 basis. Reservation on the basis of regions, such as Vidarbha, Marathwada and rest of Maharashtra are provided for the students having the respective region's domicile.
