Let me tell you this honestly that there is no such thing as lowest rank in NEET 2020 in fact there is no such thing in any competitive exam. Your rank depends upon difficulty of the question paper and that how much your preparation was

If you are a domicile student of Jammu and Kashmir then with your score you can definitely get a Government college seat. J&K releases another state merit list for admissions and all domiciled J&K students get a state rank in that list based on which state colleges are allotted.
