You have not mentioned your category. So it is difficult to say whether you can get a seat for BAMS or not. Assuming it a general category, it is a bit difficult to get a top government BAMS of Himachal Pradesh. nevertheless, you can try for government colleges

Yes you can change your Category from General to EWS, provided you have the necessary documents. This is applicable only for the state level counselling, no such changes will be allowed during the AIQ counselling.
