For Govt. College you will not be able to get a seat as the cut- off for NEET 2021 was 604 marks with AIR 18205.
For Private medical college you can a get a good seat. Some of the best private colleges in India are:

2. Era Medicla college
3. KMC, Manipal , etc.

A total of 1,08,537 students have appeared for neet 2020 from Rajasthan state.
And 1,20,730 students have appeared for neet 2019 fron Rajasthan state.

As there is high number of candidates appearing for neet in Uttar Pradesh state. So usually state quota cut off are high for medical College.
Cut off marks for government medical College for General category was 575marks in neet 2019 for autonomous medical College,bhairach.
Lowest cut off marks for up government medical College in neet2020 upto second round was for same college at 607marks and AIR 16646 .
so if you think about expected cut off for neet 2021 then anywhere less than 610-615 will not be safe. Although it's tend to change every year depending on various factors.

College cutoff varies every year depending on the number of aspirants, exam difficulty and seat availability in state.
Since you have not specifically mentioned, it is assumed that you are seeking college through All India Quota.
So considering last year scenario, it is difficult to get admission in BDS college under UR category with score of 400.
BHMS can be a choice with score of 400

If you are a dropout student and seeking to admission in any college then definitely they will ask you for the caste certificate. For NEET UG they might ask you at the time of counselling or maybe during the reporting time, it will be more good if you will already prepared for each step. Creating a gap certificate is not a big deal, you can contact to any lawyer and they will do it in a very simple way, they might ask you some money around 500 not more than that.
