The official cutoff is released after the end of all the rounds of counselling including the mopup round. Since the mopup round is yet to be conducted so you have to wait till the official cutoff be released.
You first have to visit the NEET Counselling Website and enter your Credentials to access your account and then click on Withdraw Application option.
This process confirms that you are no longer a part of the counselling rounds, and then you can get back your Refund Amount within 7-10 working days

Stray vacancy rounds are conducted by state colleges to fill the unfilled seats left from round 1 ,2 and mop-up rounds. Each college will conduct the stray vacancy round according to their own timings and venues, so to know about this college , you must visit the official website and wait for their notifications. 26th December was the last day for mop up round candidates to report to their respective colleges , hence from tomorrow , the exact number of vacancies will be known and likewise the number of students who are going to participate. MCC will send the list of those students who were not allotted seats in any previous rounds based on cutoff requirements for the vacancies in colleges. Usually the number of students will be 10 times the number of vacancies. So keep checking their official website to know the vacancy list , date and venue for this round. You do not need to register separately for this round.

Stray/mop up round in neet counselling is conducted to fill out the vacant seats left in the colleges. And there is no such list where you will find the colleges with their vacant seats. So, for this you need to visit the each college's official website separately and fill out the registration form. Suggestions are to choose those colleges for which you are eligible. The colleges have their own stray vacancy list and some of the colleges also allots the seats on merit basis.
Also, the seat matrix for stray round will be known once after the mop up round is over.

Eligibility criteria for NEET : Age limit and qualification of 10+2 is required , the previous marks in Neet or any other competitive exam is not mentioned.So, you can try once again in the upcoming examination.
-Solve questions and simultaneously mark them on omr . This is a very safe method and chances of error are less but its time consuming .
-Tick the answers to some type of questions in question paper and bubble them later after confirming the answer. These questions include lengthy and complex calculations or any other tricky but solvable questions.
-Bubble the most difficult questions at the last.
These are some of my suggestions in filling the omr sheet.
