Hi

In neet 2019, 355 marks was the lowest marks that was required for  st category for getting a mbbs seat in Dr.Ram Manohar Lohia Institute of Medical Sciences, Gomti Nagar, Lucknow   under UP state quota

But, cut off marks  keeps changing every year depending upon various factors like number

First of all there's no category based reservation in AFMC , i. e there's no reservation of seats for OBC/ SC / ST category . All students are treated as general

Now,

If you aim to get into afmc, you should get around 650 marks in neet.

According to your score which  is 311 it is very difficult for you to get a mbbs seat via either state quota or all india quota because this year paper was easy and the cuttoffs has increased exponentially , so i am sorry to say you cannot expect

You haven't mentioned your Category. In 2019, under State Quota, the cut offs for various Categories have been as follows:

General Category: 443

OBC: 426

SC: 343

ST: 410

So with a score of 431, if you belong to Reserved Categories, you might have chances. And for GMCs in other

As per the last year data you might get the BAMS medical seat according to your marks

For ST Category: 220+ to 340+
For UR-PH Category: 450+ to 320+
For OBC/SC/ST Category: 280+ to 320+

Hey dear, seeing last year's cutoff which went very high that even students getting 500 marks found it hard to get a govt. Mbbs seat. Since your score is 490 so your approximated rank will be between 58040- 70580. For mbbs it would be difficult for you to get admission
