The Central Counseling and state counseling is a two separate process. So the All India Counseling will happen separately and the delhi quota counseling will happen separately.
The All India Counseling have started and mostly the dates for delhi quota seats counseling will happen after All India counseling. You will be allotted seats separately as per the cut off for both the counseling.

Yes you can participate in second round of counselling if you have not been allotted any seat in first round of counselling. The rules for second round of counselling are that, if you get a seat in 2nd round and you choose to join it, then you cannot leave the seat. Suppose you choose to not join the college allotted in second round and exit the counselling then there will be forfeiture of the deposit money as second round does not have free exit.

I am sorry to inform you but you need to score at least 50 percentile of the NEET score for general in India. And to get an admission in a good private college you need a minimum of 350 marks.
However if you want to pursue MBBS, you can aim for colleges abroad, they have a different eligibility criteria and various entrance exams.
