Counselling fees for general category in NEET seat allotment is Rs.1000 and Rs 500 for reserved category . candidates have to pay the fees online and is refundable in case of non-allotment of seat or denial of allotment . And incase if allotment ,fee will be refunded to the institution

For other states your category consider as general and you can apply in all india quota reservation seat which is 15 percent of total seats.
With your rank you can get most of the private colleges in karnataka.some are

With the score of 310 in NEET and belonging to SC category , getting a government medical college for BAMS courses is quite difficult. Rather you may try for private medical colleges which might be quite possible enough to get a admission for BAMS courses.Moreover the cutoff may vary
It would have been better if you could provide the category for the further prediction. Getting a government medical college with the marks of 321 in NEET UG 2021 is not possible. Also getting the chances in good private colleges such as Kasturba medical college might be difficult enough.
