No, a candidate cannot use the previous year's NEET score to take admission in government, private or deemed medical college.
Only the current year's NEET score is applicable to take admission to various colleges across the country. Hence, only the results of NEET 2022 can be used and not NEET 2021's.
For deemed medical colleges, a candidate must score 590+ for colleges such as KMC Mangalore and Manipal, Hamdard Institute of Medical Sciences etc. Or a score such as 250+ can also fetch you a seat in Jawaharlal Nehru Medical College, Wardha, SRM Medical College, GITAM Medical College etc.
The cut off varies each year depending on various factors such as number of newly opened medical colleges, category of the student, difficulty level of the exam and number of students who attempted the paper.

According to previous year's cut off trends candidates from OBC category required minimum 40th percentile to qualify for BHMS seat in government college. With the score you have mentioned above your percentile would be around 45-50th percentile. There are pretty good chances that you can get admission in government college for BHMS in Andhra Pradesh. You can apply through state quota if you belong to that particular state, since state counselling has provided 85% of seats to the state quota. Here is the previous year cut-off rank list for the OC category for Category A seats in Andhra Pradesh-
Konaseema Institute of Medical Sciences- 543
Vishwabharthi Medical College- 528
NRI Institute of Medical Sciences- 531
PES Institute of Medical Sciences- 531
Katuri Medical College- 548
As you can see, the cut off lies in a range of 530+ marks. So, you have very low chances of getting a CATEGORY A seat. However, you can get admission in CATEGORY B seats, which have an annual fee of 12 lakh per annum.

The authority of Telangana is responsible for the NEET cut offs 2022 which is 85% state Quota seats which is varies from state to state is KNRUHS- Kalonji Narayana Rao University of Health Sciences. To select candidate for 15% All India Quota seats is for Reservation criteria students such as ST/SC/OBC which is more compared with unreserved students in Telangana through NEET cut off, The MCC- Medical Counselling Committee will be publishing the scores and ranks.
The number of MBBS seats in Telangana has been increased to 2,850 for academic session 2022-23.
The NEET result will going to be released soon and expected to be released in August 2022, Then after the Counselling procedure done and all the NEET cut offs of 2022 of both State Quota and AIQ quota.
I suggest you to wait for the results because it gives clarity for Admission in goverment colleges.

According to previous year's cut off for government seat you need to have more than 550 marks in NEET if you belong to general category. If you want to go through management quota you need to apply directly in the college. With the marks you have mentioned above you can try in other private colleges as well since there are few chances of admission in MIMER. You need to apply as soon as the management quota admission starts in the particular college.

Of course you can apply for NEET 2023 even if you participated in all rounds of NEET 2022 and left your seat. Even the students that are in medical can also apply for NEET . NEET eligibility criteria is your 12th marks it does not depend whether you are in any course or you didn't take the addmission.
If you can do it once you can do it twice and it's ok to leave your seat if you're not satisfied with the college.

It is difficult to determine exactly in which college you can get BAMS seat in Uttar Pradesh Colleges because cut-offs varies from year to year and many factors influence them.
