With 525 marks and belonging to OBC category I think you chances are very high to get govt medical college through state quota. Getting govt College also depends in your domicile state.

Knowing that the NEET cut-off varies year to year, we cannot really keep our eyes fixed on one score. As per last year's cut-off ( 2021) candidates with open category and rank till 24531 were selected in Round 1 counseling and ranks till 34807 in Mop up round.
Assuming you are trying through 15% All India Quota for Government Medical College the cut-off for NEET 2021 was ranked 26769 for the OBC category which corresponds to 500+ marks and if we will see the cut-off marks of 2017, it was ranked 10920( General ) which corresponds to marks of 450 out of 720.
And yes if you are OBC category you can easily occupy a self-finance seat for a Bachelor of Dental Sciences. But keep in check the counseling process stepwise same as it's done when applying for Government colleges. Some of the great Dental colleges you can apply according to my recommendation are listed below :
1. Bangalore Institute of Dental Sciences
2. Jaipur Dental College
3. Kalinga Institute of Dental Sciences

And if you want to get through Government Colleges you can try through 85% state Quota, your chances will be higher through state Quota.

With qualifying marks in NEET UG 2021 exam, you can only try for getting deemed medical colleges.
The NEET UG 2021 cut-off score for the OBC category in Raipur Institute of Medical Sciences was 424 marks. To get a seat in this college, a safe score score for your category would be 440+, However, since you are getting only qualifying marks, you can go for the following deemed medical colleges through the All India Quota-
Aarupadai Medical College, Puducherry- 160
Sri Lakshmi Narayan Medical College, Puducherry- 108
ACS Medical College, Chennai- 112
Meenakshi Medical College, Chennai- 108
Bhaarat Medical College, Chennai- 109

With qualifying marks in NEET UG 2021 exam, you can only try for getting a deemed medical college.
The NEET UG 2021 cut-off score for the OBC category at SSIMS, Bhilai was 450 marks. To get a seat in this college, a safe score for your category would be 460+, However, since you are getting only qualifying marks, you have a very low possibility of getting a seat in this college.

The only reservations available in neet ug counselling are on the basis of caste, nri, army quota, internal university quota of different colleges such as AMU, DU, BHU, IPU, etc. But there's NO sports quota.

For having ESIC quota you must have IP ward certificate then only you will eligible for this quota otherwise not.
Your expected marks are good and you have almost sure chance of getting admission in any of ESIC medical College in neet counseling as if we see last two year trends of cut off marks.
In NEET 2021 cutoff marks for ESIC medical College having IP ward certificate in OBC category was AIR 77407 and 508 marks in SLBS govt. medical College, mandi whereas in NEET 2020 cut off marks was for OBC category in ESIC quota was 537 marks.
So by comparing your expected marks and cut off marks you seems to be in safe zone of ranks doesn't varies much for this year as compared to last year.
