The exact dates of uttar pradesh neet counselling for 85% state qouta is not announced yet. The counselling will be conducted by the Directorate general of medical education and training, Uttar pradesh.
However the expected dates are
Round 1
Registration - last week of October 2020
Choice filling - first week of November 2020
Seat allotment - first week of November
Report to allocated Institute - second week of November
Round 2
Registration - third week of November 2020
Choice filling and documents verification - last week of November 2020
Seat allotment - first week of December 2020
Report to the allocated Institute - second week of December 2020
These two rounds are finally followed by mop up round.
The exact dates are not yet released, this is just an expected date.

As per the latest update on NEET UG 2020 counselling process, authorities have released an official notice stating that the medical or dental seats filled under IP Quota in ESIC Medical/Dental colleges will be now filled by DGHS under AIQ Quota seats whose first round of counselling will start from 27th by online method .

For 15% All India Quota/ Central Universities, the refundable security amount will be Rs.10,000/- for UR candidates & Rs. 5,000/- for SC/ST/OBC/PH. For Deemed University, refundable security amount will be Rs. 2,00,000/- .
Only the security deposit will be refunded to the candidates who do not take admission through NEET 2020 counselling.

In U.P. NEET Counselling for admission in medical colleges, there is a 1% quota for defense personnel wards. If the candidate's mother or father is in any of the tri-services, i.e., Army, Navy, Air Force, or if they are ex-servicemen with a service period of at least ten years, then-candidate can avail this quota in case if both parents have U.P domicile.
Approximately 17 to 20 seats are allocated by the Ministry of health and family welfare, and this varies from year to year

In NEET counselling , 85% of seats are reserved under home state quota and 15% are filled by all India quota. This definitely means that chances of admission are better under home state quota. Now, to apply through the home state quota you must have a domicile of that particular state. Domicile can be made in places where pan card is made, you'll need to meet the eligibility criteria for a domicile and provide identify proof along with marksheets.

If you are giving your exam through NIOS, then you will have to opt for a different code during application. Your qualification code would be 02. You will have to mention your board as NIOS. After doing so, you will probably be not asked to produce leaving certificate. However, if you receive a certificate from NIOS after qualifying the exam, then you will have to produce it during the time of admission which will serve as a proof that you had answered through NIOS.

KCET is Karnataka Combined Entrance Test which is conducted to provide admission to various undergraduate courses of the state of Karnataka.
While, NEET is a national level examination held every year to provide admission into MBBS, BDS and other health science courses.
Both, KCET and NEET conducts their separate counselling process.
And, as far as NEET is concerned, it does not offer any reservations on the basis of urban and rural residents.
So, your NEET counselling process would not be affected, if you have done a mistake in form-filling of for KCET.
