As you told that you have completed your 10th and 12th from UP so you are not the citizen of Delhi and in addition to this your birth place is also from UP.
So, you need to complete your 10th and 12th from Delhi if you wanted to claim the domicile benefit in the counselling/any entrance examination.
These criterias needs to be fulfilled before applying for the domicile benefit.

Simply said, you are qualified to take the NEET UG 2024 exam if your birthday is on or before December 31, 2007. However, you are ineligible to take the NEET UG 2024 admission test if your date of birth is on or after January 1, 2008.
Since you date of birth is 20 April 2007, you are eligible to give NEET exam in 2024.
