my birth place is in up and I completed my 11thand 12th in up. I only giving neet exam from Delhi then what my domicile criteria

As you told that you have completed your 10th and 12th from UP so you are not the citizen of Delhi and in addition to this your birth place is also from UP.
So, you need to complete your 10th and 12th from Delhi if you wanted to claim the domicile benefit in the counselling/any entrance examination.
These criterias needs to be fulfilled before applying for the domicile benefit.
