As per the previous year cutoffs trend, at your score you have low probability of getting admission in government medical college in your category under state quota. And one need to score much more to get government seat for MBBS in All India quota.

No, candidate must clear NEET in order to get admission. It is not possible to get seat without NEET.

Yes of course you can appear for NEET 2022 with such Date of Birth if you have passed your class 12th/PUC with Physics, Biology and Chemistry as mandatory subjects and also you should have your minimum aggregate of 50% separately in theory as well as practical part for Unreserved

Since you have not mentioned your home state so considering it as UP according to your profile.

Now see on such marks you cannot get any of the government college in UP for less fee but you can get some private colleges with higher fee.
