There are no official date has been announced for counselling of NEET UG of the Year 2021. You can expect the dates to be announced soon by medical counselling committee which conducts counselling for NEET UG and PG. However after the supreme Court decision it has been decided that than NEET PG counselling will be started from January 12 2022.
Some days before supreme Court took a decision to provide 10% reservation for economically weaker section and 27% reservation for other backward classes category in NEET.

Hope you are doing well. See, the cutoffs this year are expected to be somewhat similar to last year's or may increase marginally. So,I'll mention the cutoffs through UP state quota counselling post NEET-2020 first for an SC category candidate.
It was a score of 457 with a closing AIR of 124567.
From the above data, it seems that you have very high chances of getting a government medical seat given that you belong to the SC category. Also, this year 9 new colleges have been inaugurated in the state of Uttar Pradesh. So, cutoff is also expected to come down compared to last year. So you can be sure of getting a government medical college. You are advised to to undergo the state counselling process properly till the last round and fill the choices of colleges properly .

As you have secured 321 marks and considering you belong to sc category let me tell you that it's quite possible to get a seat in your preferred colleges in Andhra Pradesh .
