No,there is not any physical document verification process before choice filling in NEET UG 2021 Maharashtra counselling due to covid protocol strictly followed there but Yes,there is a physical document verification process when you are alloted college and you go there to complete admission procedure.
The documents uploaded by you during the application process must be submitted during the document verification at the reporting centre. All original and attested certificate copies must be produced at the time of physical document verification, as well as at the time of admission there.

I want to inform you that as you have asked that what will happen if we do not report to the alloted college in mop-up round, nothing much gonna happen just your seat that you have alloted will move to next round and you will not be allowed to take part in further counselling process and that seat will be alloted to any other candidate in the next round that will be stray vacency round.

so heres the answer to your query..
after the mopup round if you still dont join the college, there would be penalty charged as per your category and reservations:
for general category:
e Registration fee : Rs.1000(in govt. colleges) & Rs. 5000(in private college)
admission fees : Rs. 2lakhs(in private colleges for all categories)
for SC/ ST/ OBC/ PH category:
e Registration fee : Rs.500(for both govt and private colleges)
which is to be paid once you accept and freeze the seat.
But if you dont join the college.. only the admission fees will be refunded else nothing will be charged for cancelling the seat...you dont need to pay any extra surcharge or penalty for this.

If you do not get allotted any seat during the first and second round of Maharashtra state counselling procedure and wish to participate in the mop round, there will be no re registration or fresh registrations for it. Your list of selected choice of colleges will go automatically to the mop up round and no college name can be added or deleted from the list.

Incase you donot report to the college alloted to you in the mop up round or you resign from the seat alloted to you then your security fee that you paid while registration will be fortified as a penalty.

According to the latest update by the NTA, there will be 4 rounds of counselling in All India Counselling procedure. However, the state counselling procedure will remain the same. After the conduction of first, second round, the mop up round is conducted to fill the remaining vacant seats. After you have received the provisional admission letter, the candidate is required to report to the allotted college with all the required documents. However, if the candidate fails to do so, the seat will no longer be yours and might end up going to the stray vacancy round.

There is a separate registration for the mop up round in Maharashtra NEET UG counselling where seat allotment is done for the vacant seats left after the round 1 and round 2 of the counselling. Now coming towards the penalty it depends upon your category as well as the type of college you are allotted into. The details for which is mentioned below:
For government colleges:
Non-refundabl e Registration fee will be Rs.1000/- for UR candidates & Rs. 500/- for SC/ ST/ OBC/ PH category
The refundable security amount will be Rs.10,000/- for UR candidates & Rs. 5,000/- for SC/ST/OBC/PH. For private college and Deemed Universities Non Refundable Registration fee will be Rs.5000/- & Refundable Security amount will be Rs. 2,00,000
Please note that it is only applicable if you do not accept the seat and do not join it else no fee will be subject to refundable.

Hope you are doing well . The physical document verification process is only done after allotment of colleges . Prior to the allotment ,other process like registration for Counselling, fee payment, choice filling and choice locking all is done in online mode itself . After college alotment ,you'll have to physically report to your allotted college with the necessary documents asked by the college and get those verified by the college authorities for admission into the college.

See the document verification are the mandatory. So just after the NEET UG counselling you may not have to attend the Document verification but if the cases gets low, then your college will notify you for the document verification. So this is the process and you have to go through the process be it today or tommorow.
