Yes, you can directly participate in round 2 of all india counselling if you don't want to participate in round 1 of all India counselling , the registration and counselling fee for Round 2 will start from February 9 and last date for the same is 14th february, 2022.

Your all India rank is considered in Neet counselling and not category rank .
But the important thing to note down is that although, all India rank is considered for all the categories ,the reservation is still there for reserved categories i.e EWS, OBC, SC, ST , pwd
NEET Reservation system is given below:-

See there is no any option for upgradation of seat in UP NEET UG counselling but yes there are two rounds of counselling followed by one mop-up round and suppose if you are not satisfied with the seat allotted to you in first round then you can opt to go for round 2 and also note that if you go for round 2 then you will have to accept the seat allotted to you other wise you will have to take exit with the forfeiture of your security fee and if you take exit in round 1 then your security fee will not be forfeited.

Reset initialisation is a facility provided by MCC to rectify details which you have mistaken at the time of filling form.it is not available yet may come soon as NEET ug counselling started and will continue till Jan 24, 2022.
Candidates applying for Round 1 of NEET UG, 2021 will provided with reset initialisation facility for 5 days only and you can use it only once other than no more chance given to candidates to modify form.

Here are some basic differences- A Niwas Praman Patra is required for students to get a scholarship from a school or university, whereas the domicile certificate can provide various benefits to the holder such as education, government-sponsored scholarship, as well as employment under state quotas.

Talking about the similarity in both the documents then domicile certificate is very much similar to the samanya niwaas pramaan patra but both have different significance and property.
See, samanya niwas certificate is the proof of living where you're residing currently/temporary.
And the domicile certificate is the proof of your permanent address.
