I got 7.27 cgpa in my first year despite being online semester . can I increase my cgpa in subsequent semesters .I belong to electrical engineering from mnit Jaipur??

See as you are in first year, you will need some time to understand the pattern and to understand the ability you should have in order to get a better CGPA.

As you are in EE I would recommend you to focus more on internals, numerical solving over the concepts. Learn theories as you can but always learn to get your numerical skills better as being a EE student the most required skill for you will be Network Analysis. So try to strengthen your concepts as well as your skills of numerical solving in order to get a better result.

Also you should study the previous year papers of EE for MNIT Jaipur and try to pick the trending topics and focus more on those as you will get benefit in getting a better marks.

Does one require 16th year of eductaion to do their Masters in the Netherlands?

You definitely need to do your 16th year of study which is your 11th in order to do masters not only in Netherlands but in all countries. You have to complete you 10+2 and degree in order to peruse a masters degree. It is the basic compulsion in all countries.
