you have one year gap between inter first year and second year. in most of the college takes admission in 11th class , which concludes that you may have to repeat 11th again. but I would suggest to  go for local colleges in which you intend to take admission.

First of all  NEXT is a proposed examination and it has not been  implemented yet.

No, admission PG diploma courses after MBBS is not based on your marks obtained by you in MBBS , rather Admission is through NEET PG.
