Regarding the refund of fee depends on the college. So you need to consult the concerned person in the Nirma University and know when they will refund the fee for NRI sponsored B.Tech seat. They can refund as soon as possible or may take time to refund the amount.

It is hard to compare among the choices. Indian Institute of Information Technology (IIIT), Vadodara, is a government institute. While, Nirma University and Maharaja Sayajirao University of Baroda, Vadodara are private universities. IIIT is a good option.
