Now MCI has been scrapped off on September 25th, NMC which stands for National Medical Commission has taken over and so all the decisions and actions pertaining to Medical Council of India will be now taken over by the NMC. Under All India Quota, All the 15% of All India Quota Seats except for Jammu and Kashmir, 100% Seats at Deemed and Central Universities, IP Quota seats in ESIC Colleges, Seats at AFMC are filled by DGHS on behald of the NMC.
There won't be any affect for the students studying MBBS abroad with the replacement of MCI to NMC . In MCI you were supposed to appear for Foreign Medical Graduate Entrance Exam (FMGE), which allows MBBS students who graduated abroad to practice in India. Now you have to appear for NEXT .

NMC has issued guidelines to regulate the fees in the NMC bill as the bill allows the commission to regulate the fees and other charges for 50% seats in private medical colleges and deemed universities.
Hello, Its true that as the NMC bill has passed both indian medical graduates and foreign medical graduates will have to appear for the same NEXT exam. But the fmge passing rates for the previously conducted fmge exams is less than 25% and the indian medical education is better in terms than that for medical institutions in russia/ukraine.
We suggest you to take a 1 year drop for thorough neet prepartion and get a good indian medical college in neet 2021.. A drop from neet preparation is an better option as 60% of medical stidents are droppers. also it really doesn't matter in long run.

NMC replacing MCI was a proposal that was initiated in 2019. But the exam conducting authority will still be NTA. This is because NTA is the National Testing Authority. And in August 2019, the President of India signed the Bill for NMC. And it was slated that a new panel will be set up within 6 months. And then we had this lockdown initiated from March and things fell behind. So even for this year, it will be the DGHS on behalf of the MCI who will conduct the Counselling for All India Quota. Under All India Quota, All the 15% of All India Quota Seats except for Jammu and Kashmir, 100% Seats at Deemed and Central Universities, IP Quota seats in ESIC Colleges, Seats at AFMC, AIIMS and JIPMER are filled by DGHS. The 85% State Quota and Private Colleges are filled by the respective State Authorities.

Medical Council of India (MCI) has been dissolved in July, 2020 and it is not anymore a part of the committee ordered to be constituted for providing reservations to Other Backward Classes in All-India Quota medical seats in State government colleges. It has been taken over by the National Medical Commission (NMC).
