Yes if you qualify NEET then you can participate for spot allotment. Spot allotment means that you can pay a certain amount and then you would have option to choose from the vacant seats of different colleges. After the first allotment you again have to apply for Spot round

, Basically institutional or NRI quota in which seats are under the college for which is preferred to students not to management quota. Yes state quota is includes private medical colleges but there is no reservation for them in private colleges.
