NTA is saying that they will most probably conduct NEET examination twice only in 2021 so it means NEET 2021 aspirant can attempt NEET again if they are not selected in 1st attempt and can apply for government medical College if they are selected in 2nd attempt?

We do not know the source of your information because there is no official update that NTA mentioned that NEET will be conducted twice in 2021. While this has been doing the rounds for couple of years now, it never really happened and so we cannot validate anything about NEET
