In order to appear for stage 2, you have to score minimum qualifying marks in the stage 1 exam. All the states release the NTSE cut off for their respective states and one candidate has to obtain section-wise and category-wise cutoff to get selected for the stage 2 exam of NTSE. Since, you have not mentioned your state, so based on your profile I am giving you the Stage 1 cut off of Jharkhand.
For this year the expected cut off of Jharkhand is 130-145 for general category candidates. Also, in 2017-18 NTSE Jharkhand cut off was 113. Jharkhand Academic Council will release NTSE Jharkhand 2021 cutoff in the month of March.

the expected cutoff of ntse kerala for stage 2 is 130- 140 for obc candidates. the chances for releasing the cutoff by the authorized exam controller is last week of February 2021 on scert.kerala.gov.in. however last year 2020 cutoff for obc was 142, where is 2018- 2019 was 128. it varies every year with number of applicants, questions difficulty level, seat matrix. so just wait for the results and hope for the best.
See on such score you can easily qualify NTSE stage 1 and also have some chances of being shortlisted for stage 2 because the expected cut-off for shortlisting of candidate for stage 2 from Karnataka is 125-135 for OBC category.
So it shows that you have some chances to be qualified for stage 2 but still we have to wait because the cut-off mentioned above is only the expected cut-off.

you can apply for the OBC-NCL certificate online. just visit your state portal , mention the required details and the certificate will be issued to you by central government itself. However, it might take more than 15 days to deliver to you. provided you must satisfy the criteria to be eligible for OBC-NCL category, which are:
You will also require some documents to apply for certificate such as identity card, Address proof, income proof, caste proof etc.

NCERT will release the NTSE Stage 2 admit card 2020 by the last week of January 2021. The admit card of NTSE 2020 stage 2 will be released on the official website and candidates will be able to download the same using their login credentials. NTSE stage 2 exam 2020 will be conducted on February 14, 2021 .
No there is no way to give NTSE stage 2 without giving NSTE stage 1. Only the candidates who have qualified the NTSE stage 1 are eligible to give NTSE stage 2. Rajya Shiksha Kendra will release the stage 1 NTSE Madhya Pradesh result 2021 in the third week of March 2021. Students can access their class 10 NTSE MP result 2021 on the official website, educationportal.mp.gov.in. The results will be out in the form of merit list and only those candidates who have qualified NTSE stage 1 are eligible to give NTSE stage 2. Along with NTSE Madhya Pradesh result 2021, the cutoff marks will also be announced by the authority. The authorities will release the NTSE Madhya Pradesh cut off in the third week of March 2021.
Cut off depends on various factors such as total number of students, total number of seats, difficulty level of exam etc. and the cut off changes every year. It is expected that NTSE 2021 Maharashtra cut off for OBC candidates will be around 160. In 2020 the cut off for OBC candidates were 163.06, So, according to these you won't be able to go for stage 2

This is difficult to predict whether you will be able to qualify NTSE stage 1 examination or not as qualifying cut off marks or not as cut off marks depends upon a number of factors like
* number of students that appeared in the ntse exam,
*kind of marks obtained by them in ntse examination,
toughness level of the ntse examination etc.
