As per Indian convention of education you have to start B.Tech from the begining. You can also do an M.Sc in Physics and then apply for an M.Tech in your preferred branch of engineering through GATE exam.

Jawaharlal technological university offers M.TECH in nuclear engineering. It is two year full time course. The admission is offered based on GATE score.
University doesn't have nuclear engineering in undergraduate.
You can study nuclear engineering after completion of graduation. Btech degree from a recognized university is the minimum eligibility criteria
