It won't be possible for you to pursue nursing course in government college in full time mode along with doing your postal gds  job, if a sabbatical of specific years is allowed then you can opt for that in case you get the job, otherwise you cannot pursue nursing

You cannot get your admit card for B.Sc Nursing (H) without RUC registration.

Main reason for the rejection may be

May be you have not uploaded the images in the correct format if they have been rejected. Once this is done properly, the Registration Unique Code (RUC) is generated
