Neet is not compulsory for BSC Nursing course. There is separate entrance Examination for BSC nursing in different universities and colleges. You need to appear for the entrance exam . Other eligibility criteria is to have passed xii Science with minimum 50% marks in PCB Subjects with English

With these marks, you can not get a government college. However, you can easily get a private medical college in Uttar Pradesh or deemed medical colleges-

No it's not required to crack NEET for getting B.Sc. Nursing you can get it even if you have not cleared your NEET exam.
