With 82 percentile considering you as obc category candidate you do have chances to get admission according to last year cutoff in NIT Agartala with Chemical engineering and in some GFTIs as well . Honestly, 54 percentile score in JEE Mains is too low to get into any NIT or IIT irrespective of which caste or class you belongs to. Jee mains is a very tough exam and the cutoff of IIT and NIT went to 99 percentile. So I suggest you to bounce back, prepare hard and try your best next year.
